Monroe man accused of raping mentally-disabled woman, affidavit says [Video]

MONROE, La. (KNOE) – The Monroe Police Department arrested 52-year-old Nasser Qayed after an investigation into the alleged sexual abuse of a 28-year-old mentally disabled woman who worked for him.

Detectives said the investigation determined the victim to be a physically developed adult with the mental capacity of someone who is 10-12 years old, preventing her from living an independent life.

According to the forensic interviewer, the victim said Qayed raped her on multiple occasions starting in 2020 at his place of business located at 5900 Desiard Street (now closed) and later at 4008 Desiard Street. The victim said in December of 2022, Qayed took her to his home and raped her.

A witness said he was at Qayed’s home doing remodeling work when he saw Qayed bring the victim there. According to the witness, Qayed admitted to having a sexual relationship with the victim. The witness described the victim …
