MoDOT leader wants changes after seeing haulers spill trash on highway [Video]

A top leader with the Missouri Department of Transportation in Kansas City is calling on commercial trash haulers to make changes after he personally observed trash blowing from two separate trucks last month.Chris Redline, District Engineer for MoDOT Kansas City, wrote Waste Management a letter on Thursday.
