The chair of the Dover, Massachusetts, Board of Selectmen is facing charges that he tried to intimidate some of the towns police officers and the chief over an investigation into whether he improperly stored firearms, court records obtained by 5 Investigates show.A court clerk issued a criminal complaint Friday against John D. Jeffries, 63, allowing three counts of intimidation of a police officer to go forward. His arraignment is scheduled for Nov. 6. Massachusetts State Police assigned to the Norfolk District Attorneys Office sought the charges after interviewing the Dover police chief and other town police officers about their interaction with Jeffries.The issue began in July when Jeffries reported to Dover police that his car had been stolen out of his driveway, along with two firearms that were inside his vehicle.According to a state police report, Dover police are charging Jeffries with improper storage of a large-capacity firearm and carrying a firearm inside a vehicle. The current status of that charge is unclear, as there is no public record in Dedham District Court that the charge has been issued. The Norfolk district attorneys office declined to comment.The investigation led to a confrontation inside the Dover police station on Sept. 2, according to the state police report.Jeffries entered the Dover police station to report someone had cashed a check without this permission. But he also made several comments to Dover police officers that they took to be threatening their jobs and the job of the Dover police chief, Joseph Vinci, according to the state police report. ‘You all should be worried, especially the one who works from that corner office right there, he said, gesturing toward the chiefs office, according to the state police report.After the police officer asked him to calm down, he replied, ‘Im not worried about me. Ive paid for my mistakes every day since it happened. You all need to be worried now, according to the state police report.The Dover select board, which Jeffries leads, appoints police officers to the department and reappoints them annually. The select board also hires the police chief, according to the state police report.(T)hese comments caused the chief to second-guess his actions in the case against Mr. Jeffries. The Chief expressed concerns that his job might be in jeopardy as a result, the state police wrote in their report.Neither Jeffries nor his attorney responded to requests for comment, and no one answered the door at Jeffries home. Jeffries vehicle was recovered in Beverly, but the firearms were no longer inside it, according to the state police report.
