Greensboro city council vote 6-2 to ‘contain and cover’ contaminated soil at Bingham Park [Video]

REACH THE FINAL TWO WEEKS OF CAMPAIGN SEASON. BUT FIRST, AT TEN AND NEW TONIGHT, GREENSBORO CITY LEADERS HAVE MADE A DECISION ON WHAT TO DO WITH CONTAMINATED SOIL AT BINGHAM PARK. OUR KARA PETERS JOINS US LIVE FROM THE MELVIN MUNICIPAL BUILDING, WHERE THAT MEETING WRAPPED UP NOT TOO LONG AGO. KYRA. YEAH, DAVONTE. THAT IS CORRECT. AND THIS DECISION DID NOT COME LIGHTLY AT ALL. CITY COUNCIL VOTED 6 TO 2 FOR THE CONTAIN AND COVER APPROACH, AND IT WAS MET WITH LITTLE TO NO REACTION FROM RESIDENTS THAT ATTENDED TONIGHTS MEETING, MANY THAT WERE IN FAVOR OF FULLY REMEDIATING THE PARK. NOW THIS CONTAIN AND COVER APPROACH WILL ALSO INCLUDE BUILDING A NATURE TRAIL AND PARK AT THE BINGHAM PARK AND NEARBY FORMER HAMPTON ELEMENTARY SCHOOL. THE OTHER OPTION, AND FAVORED BY THE COMMUNITY, WAS FULLY REMEDIATING BINGHAM PARK, REDEVELOPING HAMPTON ELEMENTARY AND MOVING THE CONTAMINATED SOIL TO AN OFF SITE LANDFILL DEVOTED OPTION TO CONTAIN AND COVER BINGHAM PARK WOULD COST AROUND $12.4 MILLION. AS OPPOSED TO MORE THAN $40 MILLION FOR THE REMEDIATION OPTION. THE CITY CURRENTLY HAS APPROXIMATELY $18 MILLION TO FUND THE PROJECT. RESIDENTS WHO CAME TO EXPRESS THEIR OPPOSITION SAYING CONTAINING AND COVERING THE SOIL IS RISKY, RUSHED AND DOES NOT ENSURE THE FULL HEALTH AND SAFETY OF THEIR FAMILIES. CITY LEADERS ULTIMATELY DECIDING ON WHAT THEY SAY WAS THE MOST AFFORDABLE AND PRACTICAL OPTION. I WANT MY CHILDREN AND ALL THE CHILDREN IN OUR COMMUNITY TO HAVE A SAFE PLACE WHERE THEY CAN COME TOGETHER, PLAY FREELY AND CREATE CHERISHED MEMORIES WITHOUT THE FEAR OF HIDDEN DANGERS LURKING BENEATH THEIR FEET. WE HAVE TO RAISE AN ADDITIONAL 31 MILLION IN PRICES CONTINUE TO RISE. TRULY JUST DOESNT FEEL FEASIBLE. NOW. IS NOT ALWAYS THE ULTIMATE THAT WE WANT. GIVES US A START. THERE IS NOTHING THAT STOPS US FROM ADVOCATING AND PUSHING FOR MORE FUNDING, MORE MONEY TO GET REMEDIATION DONE AT BINGHAM PARK. NOW, ITS UNCLEAR WHEN THIS PROJECT WILL BEGIN, BUT CITY LEADERS SAY THE PLANNING PHASE COULD TAKE AT LEAST A YEAR. WE ARE LIVE TONIGHT IN DOWNTOWN GREENSBORO

Ankle monitor officials and OJJ meet on new ankle monitor law that takes effect January 1 [Video]

Criminal justice advocates in Louisiana are looking into how to implement a new law dealing with ankle monitors. The mandate, which goes into effect Jan. 1, will increase regulations for keeping tabs on both adult and youth offenders. On Tuesday, a meeting was held between ankle monitor officials and the Office of Juvenile Justice to make sure everyone is prepared and on the same page. Ankle monitor officials said following the meeting, they are a bit concerned. Matthew Dennis, president of the Association of Supervised Ankle Monitoring Providers, said, “OJJ is definitely interested in following the law.”He also said, “My biggest concern is that OJJ indicated they had not read the law yet. It’s not long. Not difficult to read.”Dennis also runs ASAP Monitoring. He has been sounding the alarm for quite some time, specifically when it comes to juveniles not being live monitored and the effects that follow. State Rep. Tim Kerner said, “There’s so many people getting hurt or dying because, in a lot of cases, providers aren’t doing their job.” Kerner helped author the bill that was passed by Gov. Jeff Landry. Under the new law, if a violation occurs, providers have 24 hours to report it to the court and bond agents. If the provider does not do this, it could face fines or lose its license. These changes will directly impact the juvenile justice system, where violations might not be reported for one to two weeks.Kerner said it’s all about providing some accountability. “This will be a big step forward in reducing crime. You are actually putting the criminal who has the ankle monitor system on because of what he did. And not allowing him to repeat and do it again while being sentenced.” Helena Moreno, president of the New Orleans City Council, said, “When there is an issue … Let’s say someone cuts off their ankle monitors. Who’s going to be the agency to respond?”Moreno said while she thinks the new law is important, her concern is how it will be enforced specifically in New Orleans if there is a violation. “NOPD does not have the manpower to do that … So that means we either have to partner up with another law enforcement agency or a bail bond company,” said Moreno.WDSU did reach out to the Office of Juvenile Justice on the matter. Moreno said the council is also looking into what comes next. You may recall months ago, the City Council realized millions of dollars allocated for juvenile services had not been spent. District Attorney Jason Williams has also been vocal about wanting that funding to go toward live monitoring and enforcement of juvenile offenders.

SHOULD THE TAX EXTENSION BE APPROVED. SOME OF THOSE THINGS INCLUDE A NEW POLICE STATION, A COMMUNITY CENTER, AND IMPROVEMENTS TO THE CITYS STREETS AND WATER SYSTEM. YOURE TALKING ABOUT EXPANSION OF ROADS. YOU KNOW, THEY REALLY DIDNT HAVE THE FUNDING TO DO THAT. >> THE CITY SAYS IF APPROVED, THEY HOPE TO GET WORK STARTED RIGHT AWAY. Trump and Harris make economic pitches to Latino voters [Video]

With less than two weeks left to Election Day, former President Donald Trump and Vice President Kamala Harris are focusing their campaigns on Latino voters, highlighting their economic policies while engaging in personal attacks. At a roundtable in Miami, Trump exchanged praise with business leaders while claiming that Latinos “did best” under his administration.Later, at a rally in North Carolina, Trump called Harris “lazy” and warned that the state would turn into an “economic wasteland” if she were elected.”I think she’s grossly incompetent, and I don’t want to be nice about it because we can’t take a chance,” Trump said. “We have 14 days to the most important election in the history of our country. But you know what she did? She took a day off. How do you take a day off?”Despite her opponent’s attacks, Harris made campaign appearances Tuesday, sitting down for TV interviews while attending her vice presidential duties in Washington D.C.In one interview with NBC News’ Hallie Jackson, she responded to Trump’s attacks.”I spend the majority of my time listening and then addressing the concerns, the challenges, the dreams, the ambitions, and aspirations of the American people,” she said. “That’s part of why people are exhausted with Donald Trump and his approach, because it’s all about himself and his personal grievances, and not about the American people.”Harris also expanded on her economic policies to help home and small business owners as a recent Associated Press poll shows her closing the gap on economic issues, like jobs and groceries, in a matchup against Trump.”Part of my plan includes what we need to do to bring down the price of groceries, including the work I will do dealing with price gouging,” Harris said. “Doing what we must do to bring down the cost of living, but also to help people not just get by, but get ahead.”In a Telemundo interview, Harris outlined more specific plans for Latino voters, promising to secure more forgivable business loans, increase the number of apprenticeships, and eliminate barriers for federal jobs. She called herself a “pragmatic capitalist” to resonate with voters who have fled authoritarian regimes and refute claims by Trump that she is a socialist.Latino voters have historically voted for Democrats, but Harris’ advantage over Trump among Latinos has declined to its lowest level yet.The Harris and Trump campaigns are leaning into star power in the final days of the campaign. Trump will record a podcast with Joe Rogan on Friday. Former President Obama and Bruce Springsteen will campaign with Harris in Georgia on Thursday. Obama and Springsteen will appear in Pennsylvania on Monday.Harris will participate in a town hall with CNN Wednesday night.
