Foreign Minister Dmytro Kuleba, one of Ukraine’s most recognizable faces on the international stage, submitted his resignation Wednesday ahead of an expected major government reshuffle. Russian strikes, meanwhile, killed seven people in a western Ukraine city, a day after one of the deadliest missile attacks since the war began.Kuleba, 43, didn’t give a reason for stepping down. His resignation will be discussed by lawmakers at their next session, parliamentary Speaker Ruslan Stefanchuk said on his Facebook page. Four other Cabinet ministers tendered their resignations late Tuesday, making the Cabinet reshuffle likely the biggest since Russia’s February 2022 invasion.Ukrainian President Volodymyr Zelenskyy indicated last week that a reshuffle was imminent, with the war poised to enter a critical stage and as its 1,000-day mark looms in November.He said Wednesday that Ukraine needs new energy, and that includes in diplomacy. And Wednesday’s deadly attack on Lviv a city near the border with NATO member Poland and far from the front lines underscored how all of Ukraine is at the mercy of Moscows long-range capabilities.The Ukrainian armys risky incursion almost a month ago into Russias Kursk border region raised Ukrainian sprits and countered months of grim news from the front line in eastern Ukraine. The incursion’s ultimate goals are unclear, though Zelenskyy says Ukraine wants to create a buffer zone there that would prevent cross-border Russian attacks.Russian President Vladimir Putin remains bent on pushing his army deeper into eastern Ukraine, meanwhile. Russias onslaught in Donetsk, where Ukraine is short of troops and air defenses, and long-range missile strikes that repeatedly hit civilian areas of Ukraine signal that Putin will remain uncompromising and unrelenting in his efforts to crush Ukrainian resistance.The Institute for the Study of War, a Washington think tank, said late Tuesday that Putin believes Russia can slowly and indefinitely subsume Ukraine through grinding advances and that Russia can achieve its goals through a war of attrition against Ukrainian forces and by outlasting Western support for Kyiv.Zelensky is also keeping in mind the U.S. presidential election in November, which could bring a shift in key U.S. military support for his country.During the war Kuleba has been second only to Zelenskyy in carrying Ukraines message and needs to an international audience, whether through social media posts or meetings with foreign dignitaries. In July, Kuleba became the highest-ranking Ukrainian official to visit China since Russias invasion. He has been foreign minister since March 2020.Kulebas successor is not yet known but is expected to be announced on Thursday. Several Ukrainian media outlets, citing unnamed sources, said Kuleba’s deputy, Andrii Sybiha, would become the country’s chief diplomat.The new foreign minister will likely accompany Zelenskyy to the U.N. General Assembly in New York next week, which is an opportunity to lobby global leaders for their support.More than half the current Cabinet will undergo changes, said Davyd Arakhamiia, a leader of Zelenskyys party in the Ukrainian parliament. Ministers will be resigning on Wednesday and new appointments will be made Thursday, he said.Zelenskyys five-year mandate expired in May. He remains in power under the provisions of martial law.Meantime, the nighttime strike on Lviv injured 52 people as well as killing seven, Ukraine’s Rescue Service said. The strike was carried out with a Kinzhal missile and drones and targeted defense industry enterprises, Russian news agency Tass said, citing the Russian Defense Ministry.Local officials disputed the targeting claim. Lviv Mayor Andrii Sadovyi and the Ukrainian Catholic University published a photo of a family whose mother and three daughters were killed in the attack that struck their home. One man is dead after an argument escalated into an exchange of gunfire outside of a home in south Kansas City late Tuesday morning. Officers with the Kansas City, Missouri Police Department were called to a residence in the 9600 block of Ditman Way around 10:45 a.m. According to police, two unidentified adult men were found suffering from gunshot injuries at the scene. Both men were transported to a nearby hospital for treatment.One of the men is being treated for non-life-threatening injuries. The other man found at the scene died shortly after arriving at the hospital.A preliminary investigation found that prior to the shooting, the deceased victim arrived at the residence, and began arguing with the other unidentified man. Police believe that is when both men pulled out weapons and started shooting at one another, each striking the other. KCPD says that the two men knew one another and that detectives are not looking for additional suspects. Homicide detectives are currently at the scene gathering evidence and collecting witness statements.We spoke with a woman who lives next door to the house where the shooting occurred. Other measures to “future-proof” the company include trying to terminate an employment protection agreement with labor unions, which has been in place since 1994.”The European automotive industry is in a very demanding and serious situation,” said Volkswagen Group CEO Oliver Blume. “The economic environment became even tougher, and new competitors are entering the European market. Germany in particular as a manufacturing location is falling further behind in terms of competitiveness.Volkswagen, which embarked on a 10 billion ($11.1 billion) cost-cutting effort late last year, is losing market share in China, its single biggest market. In the first half of the year, deliveries to customers in that country slipped 7% on the same period in 2023. Voters are weighing in on the 2024 general election as the race kicks into high gear. There are fewer than 70 days before voters head to the polls on Nov. 5. According to the latest RealClearPolitics Poll Average, former President Donald Trump and Vice President Kamala Harris are polling within one percentage point of each other. They largely agreed it is a toss-up when asked if they think their preferred presidential candidate will win. I guess Im just a bit pessimistic about North Carolina, a Democratic voter said. But anything can happen.Do I think he can? Really, Im not certain there, Karen Harrington, a Trump voter, said. I hope he can.Dinan says that while North Carolina is not as likely to swing the race as other battleground states such as Pennsylvania, North Carolina could still significantly impact who ends up in the Oval Office.North Carolina is likely to continue, at least for the foreseeable future, to attract attention from both of the presidential campaigns, and thats significant, Dinan said. Its possible to see North Carolina being the pivotal state.We asked voters what their top issues were in this election. Several cited the economy, immigration and education as priorities. Others included abortion rights and the environment. Some voters said they were fairly certain who they were going to vote for. One Republican voter named Rick said he doesnt believe Harris has been clear enough with her policy positions and sees Trump as a good adversary to her in the upcoming presidential debate.I think the debate, if its done properly, might give Trump a bump, Rick said. I think hes better at that than Harris is by far.However, some Democratic voters say they are more enthusiastic about Harris’ entry into the race than President Joe Bidens candidacy.I wasnt that confident before we made the switch to Kamala, but now that shes switched, Ive definitely been feeling the momentum people have been talking about, one voter said. Dinan says that the current state of politics means its becoming increasingly unlikely that most voters will change their minds about who they vote for. In todays polarized environment, you just dont see that many shifts take place. So many people are already decided and fixed in their positions, he said. That being said, theres still opportunities.One of those opportunities lies with an undecided voter named Marilyn Fulton. She says shes leaned Democratic in the past but still has not made up her mind about this election.A lot of soul searching, a lot of doing research, which I am still doing to decide where my vote lies, she said. A common theme among the voters we spoke to is wanting both candidates to put aside their personalities and focus on policy. I dont care about personality, Rick said. I care about the economy, supporting the police, enforcing our laws.Even though they label her as being a Black woman and I am a Black woman, Fulton said. That has nothing to do with it. Its what you can do for this country.Im looking for (Trump) to do away with the hype that he is known for and really tell us This is what Im going to do, and do it, Harrington said.
