Massachusetts’ new overhaul of state firearms laws will be celebrated Tuesday at the State House, even as the National Rifle Association promises to “challenge” the legislation. Gov. Maura Healey signed the bill, H 4885, last week but is scheduled to celebrate the measure with a ceremonial signing on Tuesday afternoon.
