Baltimore was on the east side of Debby, which meant storms could spin up tornadoes. There were several tornado warnings issued Friday morning in the north-central part of the state, particularly in Carroll County, that have since expired.As of 11 a.m. Friday, the center of the storm was located 160 miles northeast of Pittsburgh, Pennsylvania, and was moving northeast at about 35 mph with maximum sustained winds of 35 mph, according to the National Hurricane Center.The strongest impacts of the storm system …
